Collins, a Navy veteran and former pastor, is set to appear before the Senate Veterans’ Affairs Committee on Tuesday for his confirmation hearing.

Collins doesn’t have the typical background for the role, but his loyalty to Trump aligns with the president’s approach to filling key positions. His hearing was delayed by a week due to an incomplete background check, but he’s not expected to face significant opposition. The V.A.’s work is largely bipartisan, focusing on managing healthcare and benefits for veterans, which could smooth his path to confirmation.

Dr. David Shulkin, a former V.A. secretary, noted that Collins will likely tackle the same systemic challenges as his predecessors. “The issues at the V.A. are complex and ongoing,” Shulkin said, emphasizing the need for steady leadership.
